Re:  Goal 3 – Maximize the capacity nationwide to withstand the effects of incidents resulting from all hazards and threats.    Local governments need guidance in the assessment of local disaster risks and the development of mitigation projects.  The development of a local hazard mitigation plan provides a good opportunity for local stakeholders to form committees to study risks and vulnerabilities and their possible effects, but many groups are at a loss on how to conduct this exercise.  Local EMA officials are often poorly prepared for this activity.  Incorporation of the protection of critical facilities into this process is important and should be emphasized.  The methodology for determining cost vs benefit is also beyond the capabilities of local officials.  Additional training is definitely needed, as well as education on why this activity is important.

Why the contribution is important

The biggest hurdle to getting local officials and stakeholders to the table to discuss hazard risks is getting them to understand the importance of the activity.  Educational materials can help the community understand this as a necessity and would encourage participation.  Informed guidance is key to the process of risk assessment and mitigation and should be lead by EMA officials who have appropriate training.
