These plans should include protocols for maintaining civil order, clear expectations of the civilian population and criteria lists for decisions on stay/evacuate. I am fairly well prepared for disaster and am more concerned about a breakdown of civil order post event. Specifically, I want to know:

• How I can get quick information to assess my readiness to stay vs. the risks of the event;
• I can convince overloaded authorities of my capability to stay;
• How much law enforcement / military presence will likely be available post event;
• How much weight will be given to the authorities ability to protect in decisions to evacuate or stay.

I have made the effort to be prepared (which I believe is the exception) believe staying will be a better outcome in many disater events.
