There are thousands of 9-1-1/public safety dispatch centers across the nation operating 24/7/365 taking calls from the public.  Include those dispatchers and call-takers in intelligence gathering and analysis and fusion centers.

We should also be included in training.

Why the contribution is important

The one call we take on a suspicious car or person and only put out as Be-on-the-lookout could be the terrorist suspect vehicle driving through small-town-USA on his way to New York.

Include us in training to enable us better to pass along information, to understand what we need to look out for and why, etc.

Very good use of existing and extensive communications infrastructure and the public has accepted and uses. Consider incorporating other call centers for home and business security, taxi, railroad, and truckers.

I believe this plan is already in place in many areas but in an area where we are not tapping into this resource, perhaps smaller localities this is needed.

I am thankful the 9-1-1 call takers are there 24/7. However the roadblocks to the implementation of the processes required to support the investigation and analysis of the "suspicious activity" reports would be insurmountable. I feel we would be creating another ineffective buracracy that would be used to indentify failures in communication & coordination and assess blame after the fact.
