Counterterrorism:
Vision: The Government should provide for homeland security by fully and uniformly supporting the domestic efforts of critical infrastructure owners/operators to facilitate the development, management and implementation of comprehensive security strategies, plans, and actions.
Goals: Goals should be well defined and measurable. We suggest the following additions:
- Adopt an integrated risk based approach to analyze, plan, and respond to homeland security threats and incidents.
- Eliminate critical infrastructure stovepipes within DHS and the federal government so that sector interdependencies are understood and information flows across all critical infrastructure sectors.
- Take advantage of the existing and highly effective private sector security mechanisms. Maximize the private/public information sharing partnership. The current thirteen Information Sharing and Analysis Centers (ISACs) and the ISAC Council provide a clear example of valuable private sector security efforts. Security must be comprehensive and include physical, technical, and cyber structures. The private sector must be integrated into the full government intelligence cycle which includes the establishment of private sector information/intelligence requirements, tasking/requesting employees to provide information, joint government and private sector subject matter expert analysis, and both ongoing and immediate dissemination of critical information to the private sector.
- Adopt flexible policies that allow for the efficient and effective flow of commerce and thereby support a strong national economy.
