Airline employees should be instructed at the airport check in counters to advise travellers not to lock their luggage when leaving the US.
In my case the locks of my suitcase were broken by TSA-officers when I left the US at Chicago airport on 9.29.2009.
I do not appreciate your comments on the "Notice of baggage inspection" label that "TSA is not liable for damage to your locks resulting from this necessary security precaution.
