Current primary inspections practices vary dramatically from inspector to inspector (see Dudley Ward and coauthors at: http://www.bepress.com/jhsem/vol5/iss1/17/).
These variations take place on a time scale potentially exploitable by illegal crossers (roughly a half hour). Efforts to standardize primary inspections by requiring a minimum average inspection time would eliminate this potential concern.
