Based on the purpose and problem statements for Risk Assessment proposed in the first Dialogue, the following goals are proposed:

• Identify homeland security risks — including their likelihood and their consequences — to the Nation’s strategic interests
• Produce a relative assessment of the risks (i.e. an objective prioritization of risks) along with a comprehensive explanation of the drivers and conditions influencing those risks
• Identify strategic opportunities for managing these risks in order to improve security and resiliency across the homeland security enterprise

Dialogue Questions:

1. What types of homeland security events, incidents, or hazards should the homeland security enterprise be most concerned about?
2. What types of consequences to the American people, our communities, and our way of life are most important to consider?
