Do you think a multi-level, cross-jurisdictional planning framework would facilitate joint planning efforts between your jurisdiction and others?

  • Yes.  Preparing, responding to and recovering from all disasters is a joint private sector/state/local government mission with support from the federal government. The goal is alignment of priorities through consensus among responsible government agencies and the private sector critical infrastructure owners/operators.   Success will be indicated by the number of valid critical strategic plans for those sectors with national network operations. Tactical asset protection plans must be jointly created, maintained, trained, and tested by all stakeholders.  Such individual asset protection plans (security plans of action/tactical plans) must include a commitment from each stakeholder to provide a specific level of support in response to threats and disastrous incidents.

 

  • The federal government should involve transportation owners and operators from the beginning of program, policy and budget development and throughout government-wide transportation security processes. If rules must be promulgated negotiated rulemaking should be used. Coordinate policy and eliminate duplication of efforts by Federal, State, and local government agencies, recognizing that Congress intends that uniform federal standards apply to transportation in interstate and foreign commerce.
