This is an important activity, but it is one better addressed by the departments of Health and Human Services, Education, Labor, and Housing and Urban Development.

There are other departments better suited to addressing the issue of immigrant integration. Health and Human Services, Education, Labor, and Housing and Urban Development all have expertise in areas related to this goal. Homeland Security needs to focus its limited resources on its central missions, missions that no other government body can do.
