The current FY 2010 DHS Budget Proposal allocates 150 million for pre-disaster hazard mitigation efforts while state and local responder grants are at 4 billion.
The amount of pre-disaster dollars spent verses the amount spent on response and recovery is generally recognized as 3 to 1 ratio. For every one dollar spent on mitigation; three are saved in response and recovery.
I would strongly suggest that more of the budget funds requested be allocated to pre-disaster mitigation efforts , at least 500 million.

My idea will save money and lives over the long run.
