Each community needs to develop a continuity of operations and/or continuity of government plans specific for their community.  The plans should encompass all agencies - public works, police, fire, finance, planning etc.  There should be renewed training and education efforts placed to assist communities - particularly small and med size communities to accomplish these vital plan developments. 

Why the contribution is important

A key element of developing resilient communities is to have sound continuity of operations and continuity of government plans.  The majority of incidents that our communities face day in and day out do not rise to the level of being a nationally declared disaster.  But these are the types of events that can assist us in developing the skills and mindsets needed to properly plan, mitigate and prepare for those larger, less frequent major national disasters.

Larger businesses are learning the importance of continuity planning but smaller business often don't have the time or money to prepare their plans. This is unfortunate since the majority of businesses in the US are 50 employees or less. Small businesses need to be provided better guidance and assitance (finanacial and technical)in understanding the importance of business continuity planning and how it essential to their future and continued viability. This is especially true for business that provide direct human services and will be needed before, during and after an event.
