As I read it, this assessment seems to omit the domestic portion of the risk. For example, it lists "transnational" crime, but the national security implications of gangs and other domestic/internal threats seems to be missing. Mortgage and financial fraud that brought our economy close to ruin--isn't that a HLS risk?
