Proposed purpose of the HSNRA:

The HSNRA will provide the Nation’s homeland security leaders with a strategic-level, capstone assessment of homeland security risks to our national strategic interests. The HSNRA will span across all homeland security mission areas, to include counterterrorism and domestic security management, border management, immigration management, and emergency management. The HSNRA will assess homeland security risks from all hazards, including weapons of mass destruction, terrorism, cyber threats, natural hazards and pandemics, illicit trafficking, and other related transnational crime. The HSNRA will be designed to provide options for managing risk to inform national strategic homeland security strategy and policy formulation, capability development and enhancement, and resource allocation.

Problem that the HSNRA will aim to solve:

Homeland security leaders must choose among various planning priorities and capability investments to ensure that the Nation and its citizens are secure. This is particularly true in a difficult budget environment. The HSNRA will provide the homeland security enterprise with an overarching national risk assessment and strategic options for managing risk designed to inform homeland security decision-making.
