We don't have enough information about this new proposed system to comment on its value or whether it will resolve any problems. We have experience working on other DHS sponsored planning activities including the National Infrastructure Protection Plan (NIPP) and the National Response Framework (NRF). Any new planning system must integrate all stakeholders from the very beginning of the planning process through testing, exercise, and actual operations. All the previous hard work and effort that is reflected in the various national security documents and efforts must be fully integrated into any new efforts. We should not devote valuable resources to reinventing wheels.
