Create best practice reference models for information sharing for regional homeland security. Models should specify for each task in the UTL and each capability in the TCL, who needs to share what information with whom, at each phase of emergency management.

Currently there are no standards or frameworks for specifying information sharing requirements. Most critical incidents and exercise hihlight the need for better information sharing.
