Proposed purpose of a homeland security planning and capabilities system:

A homeland security planning and capabilities system will provide a common framework for operational planning and capabilities development across the homeland security mission areas. Operational planning and capabilities development are fundamentally linked. Operational plans describe how agencies will meet their objectives with their current capabilities. Capabilities development processes in turn are designed to respond to the gap between desired capabilities and existing capabilities. As capabilities improve, operational plans are able to achieve the goals specified in planning guidance. Both operational planning and capabilities development together are informed by planning guidance that sets priorities based on risk information.

Problem that the HSPC Study will aim to solve:

A national homeland security operational planning and capabilities development system is necessary to achieve whole-of-nation solutions for operational planning challenges and capabilities development decisions, in order to ensure unity of effort among Federal, state, local, tribal, non-governmental, and private sector planning processes. Three primary framework components are necessary: planning guidance, operational planning, and capabilities development. Because operational planning and capabilities development are intrinsically linked, both must be examined together.

            Assessing capabilities (and gaps) is an important component, but this seems to reinforce the focus on capabilities-based planning, which forces planning by scenario.
