Agree, but we believe that the following three goals should be added:

Tactical asset protection plans must be jointly created, maintained, trained, exercised, and tested by all stakeholders.

Individual asset protection plans must include a commitment from each stakeholder to provide a specific level of support in response to threats and disastrous incidents.

Eliminate ragged edges between state, local and private sector critical infrastructure owners/operators.
